That says it's from the EFCC (which is like Nigeria's version of the IRS blended with the CIA but run by the slightly evolved forms of gummy bears). I haven't seen the rest of the email but I think they are WARNING you about scams, hence the title 'Victim'. Your email address was probably taken out of the contact list of a bunch of scam artists and they are letting you know about the full range of potential scams that could hit you next.
