Only one fit punishment: Force them to watch 'An Evening With Jim Davidson' on a loop until they eat their own head, dip their bodies in wax and use them as candles on street corners as a warning to others.
And thinking about it, I'm probably being too lenient

I've seen them. One can only assume the people who put these on their cars are the same people who put antlers and red noses on their cars at Christmas, and bunny ears on them at Easter.
They do look slightly better on cars that have the "eyebrow lights". I do stress the word slightly.

The car eyelashes in the picture look really good. But I have seen some really cheapy looking ones that droop down ad look like a bad hair day LOL.
